GOA PUBLIC SERVICE COMMISSION Recruitment 2013

Applications are invited for the below mentioned posts. The last date for receipt of applications in the office of the Commission is 28.11.2013.

application form @ ` 20/- per set. Candidate can also download and use the application form available at GPSC website. The Commission does 

not take the responsibility of supplying application forms by post. Candidates should see the GPSC website for latest updated “Instructions”. 

2. Candidates shall note that the Application Fee is enhanced to ` 400/- for General Category Candidates and those for SC, ST, OBC, 

Physically Handicapped and Ex-serviceman, it is 50% of the Application Fee i.e. ` 200/-. 

3. Incomplete applications in any manner are liable to be rejected summarily by the Commission. 

4. The upper age limit shown against each post is relaxable upto 5 years for the candidates belonging to SC/ST, upto 3 years for candidates 

belonging to OBC, upto 5 years (total 10 years for SC/ST & 8 years for OBC in respect of posts reserved for them) to blind, deaf-mute and 

orthopedically handicapped person and upto 5 years for CFF. Age is also relaxable for Government Servants upto 5 years as per the instructions 

issued by the Government from time to time. 

5. In case of non-availability of suitable candidates with the knowledge of Konkani, for the posts in professional colleges, Consultants in 

Directorate of Health Services and highly technical/scientific posts, this requirement can be relaxed. 

6. Prescribed EQs are minimum & mere possession of same does not entitle the candidates to be called for interview. Where number of 

applications received is large, the Commission will short list the candidates to be called for interview as mentioned in the “Instructions”. 

I. GOA MEDICAL COLLEGE 

1. Associate Professor in Neuro-surgery ……. 1 post (2nd time) 

Scale of Pay: Rs. 15,600-39,100+6,600/- Age: Not exceeding 45 years. 

Educational & Other Qualifications:- 

Essential: (i) A recognised medical qualification included in the First or the Second Schedule or Part II of the Third Schedule (other than 

Licentiate qualifications) to the Indian Medical Council Act, 1956 (Act No. 102 of 1956). Holders of qualifications included in Part II of the Third 

Schedule should also fulfil the conditions stipulated in sub-section (3) of section 13 of the Indian Medical Council Act, 1956 (Act No. 102 of 

1956). (ii) Post graduate degree or equivalent in the concerned super-speciality or equivalent. (iii) At least four years teaching/research 

experience in a recognized Medical College/Teaching Institution after obtaining the qualifying degree of Doctorate of Medicine (D.M.)/Master 

of Chirurgiae (M.Ch.). (iv) Knowledge of Konkani. Desirable: Knowledge of Marathi. 

NOTE: For candidate with Doctorate of Medicine (D.M.)/Master of Chirurgiae (M.Ch.) degree of three years duration, experience required is 

at least three years after qualifying degree. 

2. Lecturers: 

(i) E.N.T. ..… 1 post (resvd for OBC)(2nd time) 

(ii) Skin & V.D. ..… 1 post 

Scale of Pay: Rs. 15,600-39,100+6,600/- Age: Not exceeding 45 years. 

Educational & Other Qualifications:- 

Essential: (i) A recognised Medical qualification included in the First or the Second Schedule or Part II of the Third Schedule (other than 

licentiate qualifications) to the Indian Medical Council Act, 1956. Holders of qualifications included in Part II of the Third Schedule should also 

fulfill the conditions stipulated in Section 13 (3) of the Indian Medical Council Act, 1956. (ii) Post Graduate degree qualification in the speciality 

concerned or equivalent. (iii) At least 3 years teaching experience in the concerned speciality as Senior Resident/Registrar/Tutor/Demonstrator 

in a Medical College/Teaching Institution. (iv) Knowledge of Konkani. 

Desirable: Knowledge of Marathi. 

II. GOA COLLEGE OF ENGINEERING 

3. Professors: 

(i) Information Technology …… 2 posts

Scale of Pay: Rs. 37400-67000+10000/- Age: Not exceeding 50 years. 

Educational & other qualifications: 

Essential: (i) Ph.D. Degree or equivalent, from a recognized University in appropriate discipline. (Persons guiding Ph.D. students and having Post 

Ph.D Publications is highly desirable). (ii) B.E./B.Tech. and M.E./M.Tech. in relevant branch from a recognized University with First Class or 

equivalent either in B.E./B.Tech. or M.E./M.Tech. (iii) Minimum 10 years experience in teaching/research/industry out of which at least 5 years 

shall be at the level of Associate Professor Or (iii) Minimum 13 years experience in teaching and/or research and/or industry. (iv) Knowledge of 

Konkani. 

Note: In case of research experience, good academic record and books/research paper publications/IPR/patents record shall be required as 

deemed fit by the expert members of the Selection Committee. 

If the experience in industry is considered, the same shall be at the managerial level equivalent to Associate Professor level with active 

participation in devising / designing, planning, executing, analyzing, quality control, innovating, training, technical books/research paper 

publications/IPR/patents, etc. as deemed fit by the expert members of the Selection Committee. 

Desirable: (i) Knowledge of Marathi. 

4. Associate Professors:

Publications is highly desirable). (ii) B.E./B.Tech. and M.E./M.Tech. in relevant branch from a recognized University with First Class or equivalent 

either in B.E./B.Tech. or M.E./M.Tech. (iii) Minimum 5 years experience in Teaching/Research/Industry out of which 2 years Post Ph.D 

experience is desirable. (iv) Knowledge of Konkani. Desirable: (i) Knowledge of Marathi.
